The cheapest region to play League of Legends

The same level 30 account with the same amount of Blue Essence costs about four times more on one League shard than another. That gap is not arbitrary, and understanding it tells you which region is genuinely good value rather than merely cheap.
Three things drive the price: how easy accounts are to create in bulk on that shard, how much demand there is from buyers, and whether Riot imposes identity checks at sign-up.

Turkey is the cheapest, and it is not close

TR consistently prices at the bottom of every board, typically around twenty percent under the North American baseline. Accounts are straightforward to create at volume and buyer demand outside the region is modest, so supply comfortably exceeds it.
The trade-off is latency. Unless you are in or near the region, ping is the limiting factor, and no amount of savings fixes a two-hundred-millisecond delay. Plenty of people buy a Turkish account purely as a sandbox — somewhere to own a large champion pool and experiment — while keeping competitive play closer to home.

Latin America and Russia sit just above it

LAN, LAS, BR and RU cluster together at roughly fifteen percent below the NA baseline. All four are high-volume shards where accounts restock continuously, so you are rarely waiting for stock.
Brazil in particular has an enormous, aggressive solo queue. Games are short and fights start early, which makes it excellent practice for mechanics under pressure and poor practice for patient, scaling play. Russia's client defaults to Russian but switches to English from the login screen in seconds — that catches out more first-time buyers than anything else about the region.

Europe splits into two prices

EUW prices level with North America because it carries the largest active player base in the game and demand matches supply. EUNE runs about ten percent cheaper for an identically specified account, simply because fewer buyers want it.
If you are in Europe and the specific shard does not matter to you, EUNE is the value pick, and its ladder is more forgiving than EUW's at equivalent ranks — which makes it a better place to learn an unfamiliar role.

Korea and Japan are expensive for a structural reason

Korean sign-up requires identity verification, so Korean accounts cannot be created in bulk the way European ones can. Every one is sourced individually, and the cost of acquiring each reflects that. Accounts sourced properly on KR can run several times the price of a comparable NA account, and some carry ongoing costs because registration is tied to a real phone plan.
Japan is region-locked at sign-up for similar reasons and prices above NA accordingly. What you get for the premium on JP is the least toxic environment in the game, which for players whose climbs end in tilt is genuinely worth paying for.

So which should you actually buy?

If price is the only variable, Turkey. If you want cheap and playable, pick whichever of the LATAM shards or EUNE is closest to you geographically. If you want the best games available and the price is secondary, Korea — accepting that it costs several times more for reasons that are real rather than invented.
The one thing not worth doing is buying the cheapest shard on earth and then discovering you cannot play on it. Check your ping to the region before you spend anything.

Common questions

Can I transfer an account to a different region later?
Yes. Riot sells region transfers in the client store. It is still cheaper to buy on the shard you intend to play, since the transfer costs more than the price difference between most regions.
Does a cheaper region mean a lower quality account?
Not inherently. A 40,000 Blue Essence level 30 account is the same product on TR as on NA. What differs is the cost of producing it, not what you receive.
